Regulated Parking
Under Council Local Law No 5 (Parking) 2011, Gladstone Regional Council exercises their right to undertake regulated parking as authorised under the Transport Operations (Road Use Management) Act 1995 (TORUM) and Transport Operations (Road Use Management - Road Rules) Regulation 2009 (TORUMRRR).
Council sets out traffic areas, off-street regulated parking areas and parking permits.
Council also has the power to issue infringement notices for minor traffic offences. Infringements can be issued to drivers who are parked in breach of the road rules or local laws.
Whether in the Gladstone CBD or in a residential street, there are general rules that road users need to remember when parking. These rules ensure all roads and footpaths can be used safely by other motorists and pedestrians.
Rules for Parking
Make sure that you don't park:
- On footpaths or footpath ramps (sloped curbing and channelling)
- Across or partly blocking footpaths or driveways (motorists can legally park across a driveway for a maximum of two (2) minutes when they are picking up or dropping off passengers)
- In any area or space designated as emergency, essential services or disability parking (unless your vehicle is permitted).

Unless otherwise signed, the following rules apply at intersections and bus stops:
- Intersection without traffic lights - park at least 10 metres away from the intersection
- Intersection with traffic lights - park at least 20 metres away from the intersection
- Behind a bus stop - park at least 20 metres from the bus stop or in
- In front of a bus stop - park at least 10 metres from the bus stop.

'No Stopping' zones
‘No Stopping’ zones are indicated by a solid yellow line on the road or signage. It is important that you don't stop or park at any time in the yellow line zone. Other than the yellow line, these zones are signed:

Council does not install ‘No Stopping’ signs or yellow line marking either side or in front of residential driveways because of high installation and ongoing costs.
Stopping on a path, dividing strip, painted island or traffic island
It is illegal for a driver to stop or park on a bicycle path, footpath, shared path or dividing strip, or a nature strip adjacent to a length of road in a built-up area.

Residential Parking
Council does not provide ‘resident only’ parking for residential streets. The only resident permit parking in Gladstone is Aerodrome Road, adjacent to the Gladstone Airport.
Parking Bays
Dependent upon the road purpose and surrounding usage, Council may consider designating parking bays or erecting parking signs on the street to indicate where parking is permitted.
For traffic/parking issues near or around schools, residents should contact the school in the first instance. Please refer to Educational Establishment Parking Policy.
Cars parked on both sides of the road
- Where there is a solid white line, dividing strip or traffic island in the middle of the road, there must be at least a three (3) metre clearance between the parked vehicle and the solid white line, dividing strip or traffic island.
- Where vehicles are parked parallel on both sides of the road, drivers must leave a space of at least three (3) metres clearance between their vehicle and any other parked vehicle on the opposite side of the road. Enforcement action may be taken against the driver of the vehicle parking second if this can be established.

Selling vehicles on Council land
A vehicle includes cars, trucks, caravans, trailers, motorcycles etc.It is an offence under Local Law no. 4 (Local Government Controlled Areas, Facilities & Roads) 2011 (LLN4), under section 5(4) for a person to engage in a prohibited or restricted activity. Subordinate Local Law no. 4 (Local Government Controlled Areas, Facilities & Roads) 2011, Schedule 1 specifies that ‘parking or standing a vehicle bearing a sign or advertisement that the vehicle is offered for sale or hire is prohibited in all local government controlled areas and roads'.
The infringement is issued under LLN4.
Heavy and Long Vehicles
It is an offence under Section 200 of the TORUMRRR for any long or heavy vehicle to stop on any road for longer than one hour.
Definitions
- Long Vehicle - a vehicle that, together with any load or projection, is 7.5m long, or longer
- Road - does not include a road-related area, but includes any shoulder of a road
- Heavy Vehicle - a vehicle with a GVM of 4.5t or more.
Stopping on roads - heavy and long vehicles
- The driver of a heavy vehicle, or long vehicle, must not stop on a length of road that is not in a built-up area, except on the shoulder of the road. (Maximum penalty-20 penalty units)
- The driver of a heavy vehicle, or long vehicle, must not stop on a length of road in a built-up area for longer than one (1) hour, unless the driver is permitted to stop on the length of road for longer than 1 hour by information on or with a traffic control device.
- (Maximum penalty-20 penalty units)
- The driver of a heavy vehicle, or long vehicle, may stop on a length of road in a built-up area for longer than one (1) hour if the driver is engaged in dropping off or picking up goods for all the period when the vehicle is stopped.
- These rules apply unless a local law otherwise provides.
This offence incurs an infringement with the infringement issued under Council Local Law No 5 (Parking) 2011.
