Naming of Roads and Assets
Council aims to provide a diversity of place names within the community for Council owned assets such as roads, bridges, buildings, parks and open space areas.
Council's Naming of Infrastructure Assets policy is a guide for individuals and developers wishing to submit names for consideration of inclusion in Council's approved place names register.
The register includes names already used, reserved for use and those approved by Council (but unallocated).
Requesting names for addition to the register, or for the naming of Council controlled roads and other assets, is now preferred via electronic form submission rather than by letter.

Naming of council Asset Infrastructure Application Form
The proposed name needs to comply with Council's Naming of Infrastructure Assets policy components and will only be considered if Council can confirm details of the submission and that the person being recognised meets criteria under the "Use of Names in Memoriam" component of the policy.
A name proposed in memorium of a family or individual is allocated for use in the area closest representing where the individual's community contribution was undertaken.
Developments that create three or less new roads are allocated existing names from Council's approved place names register.
Selection of a theme-based naming system is eligible for developments containing more than three new roads.
In Gladstone City, Calliope and Boyne-Tannum names are required more for establishing suburban developments; hence there is less of a need for general name submissions.
However, in southern parts of the region, Council currently has an oversupply of names awaiting use, in comparison to the area's rate of development.
Residents, particularly those living in southern areas of the region, are urged to request or suggest names in line with Council's naming policy, for any unnamed roads with houses or residences on them.
Residents and developers wishing to submit names should lodge a submission form with clear scanned images of supporting documents such as newspaper articles, minutes of meetings and newsletters.

Proposed names are presented to Council in an officer's report at a General Meeting for final approval.
Memorial plaques on Council Replaceable Assets
Memorial plaques are to commemorate a person who has a strong connection or has made a highly significant contribution to the Gladstone Region.
Applications will only be approved if the plaque installation proposal is for a shelter or bench, located within a Council park. A list of popular parks can be found on Council’s website.
The cost of the administration, plaque and installation costs are borne by the applicant; however, Council will supply the plaque to ensure the correct dimensions of the design, construction standard and materials are met.
Submission Form
- A completed and signed Application Form
- Identification of the site with drawing, diagram or map that indicates the location of the proposed memorial item
- Evidence that demonstrates:
- Long history within the region
- Significate contributions to the community
- Strong connection with the local government area
- Family permission - a letter of permission of relevant family if the request is from a person or organisation other than a family member; and/or
- Agreement to the Terms and Conditions that apply.
The administration cost must be paid with submission of the application.
Assessment Process
All applications are assessed against the below criteria. The applicant will be notified of the outcome in writing, whether the application has been approved or denied.
Assessment Criteria:
- A personal memorial shall only commemorate a person who is no longer living
- Personal memorial will not be approved for animals
- Applications must be accompanied with supporting evidence, where the evidence shows:
- Long history within the region;
- Significant contributions have been made to the community; or
- Strong connection with the local government area.
- Asset and location selection must be appropriate, does not impact the community in the way of safety or interfere with the use of the park or open space
- Permission from the family, should the applicant not be a family member.

Plaque and Installation
Council will order and install the plaque on behalf of the applicant. The standard plaque make and size is:
- Aluminium
- 200mm wide and 100mm high
- Silver with black text.
The completion of fabrication and installation may take up to six months.
Post-installation
Should the below circumstances occur, the applicant will be notified within 30 days of the removal of the plaque to be given the opportunity to nominate a secondary site.
- The location in which the item is installed is to be redeveloped
- The land use in the area in which the item is sited changes significantly in character and the item is no longer suitable for the location
- A structure or support on which the item is located is to be removed or permanently altered
- Should the asset be replaced like for like, if the plaque is not suitable to be reattached due to damage or old age, the applicant will have the opportunity to replace the plaque with an identical plaque of the same size, material, and text.
If the applicant cannot be contacted, Council may remove the item at its discretion and not replace.
Damaged or stolen plaques
Council does not accept responsibility of any loss, damage or removal of plaques; however one replacement plaque will be supplied by Council in the case of the plaque being stolen or vandalised. Any replacement of subsequent plaques will be via application and payment of associated fees.
