Discount opportunities
Council offers an extended discount option for the full payment of August general rates and service charges received on or before the due date (16 October 2024). If you pay within 60 days of the issue date, you will receive a 10% discount on your rate notice. If your payment is received after the due date, the 10% discount will be forfeited. It is important to note that the discount does not apply to the State Emergency Management Levy or water consumption charges. Council must receive your payment by the due date printed on your notice in order for the discount to be applied to your assessment.
Frequency of rate notices
Council issues the annual rates and charges notice in August. This annual notice also includes a half-yearly water consumption charge. The charge for the second half-yearly water consumption appears on the water consumption notice which is issued in February.
Receiving your rate notices
Rates and water notices can be received and/or accessed in the following ways:
- By default, your notices will be issued via Australia Post as mailed letters
- For a paperless option, you can sign up for EzyBill and have notices delivered straight to your inbox, rather than your letterbox
- If you have registered as a user of Council's Online Services, you will be advised by email when electronic copies of your notices are available online (shortly after being issued by post). Once registered, you can sign in to view your rate notices, including a history of your payments and property valuations.
Please note, that registration to EzyBill and Council’s Online Services can take a couple of days while the entered details are matched against our rates database.
Principal Place of Residence/Non-Principal Place of Residence
In 2022/23 Council separated its residential rating categories into Principal Place of Residence (PPR) and Non-Principal Place of Residence (NPPR), identifying rateable land with residential dwellings or units where such land is (or is not) the owner’s principal place of residence (owner-occupied).
Principal Place of Residence (PPR) / Owner Occupier
Defined as land with an approved residential dwelling or unit where one of the owners permanently resides and the owner can verify this status. For the full definition and further information, please see Council’s Revenue Statement
Non-Principal Place of Residence (NPPR) / Non-Owner Occupier
Defined as land with an approved residential dwelling or unit where the owner/s does not reside. For the full definition and further information, please see Council’s Revenue Statement.
If you disagree with your property being categorised as NPPR?
If a ratepayer considers their property as their principal place of residence but has been categorised as Non-Principal Place of Residence, please follow the ‘How to object to your rate category’ process in the tab above if objection is submitted before the due date of 16 October 2024.
If received after 16 October 2024 Council only requires the Principal Place of Residence Declaration form to be completed and the request will be considered on a pro-rata basis if approved from the date of declaration.

Past rate notices
To obtain past rate notices, you will need to register for Council's Online Services. Registration can take up to a couple of days while your entered details are matched with our rates database.
Rates and water notices are available online for all financial years from 2009/2010 or from when you purchased a property after that year.
