Philip Street Communities and Families Precinct provides a space that brings together community groups and service providers in a friendly parkland setting and offers a unique opportunity to work collaboratively to deliver for our community, enabling access to resources and services.

Ngallil (nar-lee-ill) Building
This building is home to Council’s Community Partnerships team, the Gladstone Region Neighbourhood Centre, the Precinct Library, and has consultation rooms that are used by various service providers.”
Council’s Community Partnerships team is the centralised contact point to access information and advice on community engagement, community investment, community development, youth development and planning, sports and recreation, Council’s Reconciliation Action Plan, Community Services Directory and Tax Help program.
Ngallil (nar-lee-ill) Building
The Community and Neighbourhood Centre offers a central point of contact for community members to gain access to information and referrals on a range of services, activities and resources including emergency relief providers, financial counselling and education, health providers, NDIS providers, substance abuse support and more.
Nutchee (na-chee) Building
The Communities for Children program supports children and their families from diverse cultural backgrounds and aims to assist parents, carers and early childhood professionals to gain access to information, resources and training.
Gumar (goo-mar) Building
The Salvation Army operate community services from two of the buildings within the Philip Street Precinct. The Salvation Army Community Centre encompasses 12 consulting rooms. Seven of the consult rooms are for hire, the other five are used to deliver the Connect/Doorways Program providing emergency relief and holistic case management, food bank, financial relief, social inclusion programs and faith-based pathways.
Advisory Committee
The Philip Street Communities and Families Precinct Advisory Committee is a dedicated formal Advisory Group of passionate community members representing different sectors in the community. The committee offer feedback and advice to Council on strategic planning, management and service delivery to ensure services, programs and activities are responsive to the community needs. Bringing different perspectives and ideas to the table, they also help with the operations and management of the area.

Committee meetings are held in the Ngalill building meeting room. A public gallery to view the meeting proceedings is hosted in the Gumar building meeting room.

External organisations can consult with Advisory Committee members and gain feedback on Philip Street Communities and Families Precinct related topics that could provide opportunities within their organisation and the community.
Where a person or other body wishes to consult or seek input from the Advisory Committee on a matter, a formal request must be lodged with the Committee’s secretariat, which includes a briefing note.
Officers, in consultation with the Advisory Committee, will assess the relevance and appropriateness of the request. Council officers will be the decision makers on whether the request is granted or refused.

Community and Neighbourhood Centre
In August 2021 Council’s Community Engagement Centre (previously located on Goondoon Street) and Gladstone’s Neighbourhood Centre (previously located on Toolooa Street) co-located to the Ngallil (nar-lee-ill) Building at the newly built Philip Street Communities and Families Precinct.
All services provided are non-judgemental and confidentiality is assured.
Community engagement and development unites the efforts of people to bring about change, develop projects, participate in local activities and take part in the community.

Part of the Gladstone Regional Libraries family, we are a small, friendly Library housed within the Philip Street Communities and Families Precinct. We offer an everchanging collection of books, magazines and DVDs. Self-serve checkout and after hours returns.

The Community and Neighbourhood Centre are looking for opportunities to create a vibrant and evolving space that supports and enhances community wellbeing; working alongside organisations to assist our community with programs, activities, workshops and more.
The Virtual Community and Neighbourhood Centre is a platform where organisations are able to upload their own information they wish to share with the wider community, in an efficient and timely manner.

Step 1 – Read the Venue Booking Conditions of Hire.
Step 2 - Complete an Venue Hire form ensuring you attach all supporting documentation. Please note: if you do not receive a confirmation email please re-read the instructions before resubmitting.
Submitting an application form does not equate to an approval for a room or hall booking.
After an Expression of Interest has been assessed against the Precinct Values, a GRC staff member will be in contact regarding the outcome and/or further booking requirements.

Changes to bookings or cancellations must be submitted in writing and can be done via email or by using a Venue Booking Amendment Form.
Cancellation of bookings for the hire of premises may incur a fee, dependent on the amount of notice provided.
Amendments to bookings require approval.
Full or partial refund of fees is at the discretion of Council.
A security bond is required to be paid by the hirer at the time of booking as a guarantee of meeting Council conditions of hire requirements and as security against any breakages or additional cleaning resulting from hire.
A Request for Refund of Bond Form can be submitted later.
If there are no breach of hire conditions, bond fees will be returned within four weeks of the use of the facility.
When hosting a function or event on Council controlled land, you must have the correct public liability insurance in place.
Public liability insurance covers your function or event for any losses or damages suffered, or claimed to be suffered, by persons attending your function or event, or as a result of your function or event.
Hirers who use the venue more than 12 times within 12 months, must obtain Public Liability Insurance.
One-off or infrequent hirers are required to complete a Casual User Public Liability Insurance Form.
